generally. But I am writing because I discovered this morning that they have bike lockers. I saw some at a transit center this morning.
It is not something you can use just to store all your crap (the agreement, below, specifies you can only use it to store your bike and its accessories) but if you are on the street and have a bike, it might be helpful to have a bike locker.
Here is some real good news: The cost is just $25 for a key deposit fee. In other words, the lockers are free but you have to give a key deposit. They accept check or money order only. Even if you have no bank account, you can get a money order. They grant access for a full year (with some stipulations, like you have to give the key back if you don't expect to use it for 30 days straight). You also have to agree to log your commute and generally share some other info. So check out the details on the Bike Locker Participation Agreement (pdf) and see if this might be a useful resource for you.
