Triple Cross is the name of the program at the Neil Good Day Center that takes folks to the DMV and pays the fee to get new ID. They cancelled the day I went. They only show up on Monday. The sign says you need to be there at like 8:45am and they leave at 9:30am. I was told by someone at the center to be there by 7am. I got there before 7am and there was already a long line. They only take ten people. They give out ten tickets and an additional four get put on standby, in case someone leaves I guess. So, it seems you probably need to be there the minute the center opens at 6am on a Monday if you want to get an ID for free through these folks.
Alternately, you can go to Presbetyrian Urban Ministries and get a voucher that reduces the cost of a California ID from $28 to $7 and get walking directions or take the bus. They will also help with things like birth certificates and Social Security cards.
